Protocol Hotel 1 was drafted roughly 2 years after the zombie outbreak as a means of defending the alpha site against intruders. It consists of E-Lab's genetically enhanced zombies.
Protocol Hotel 1 has been put into effect 7 time since it was described. The first deployment was a failure, and the project was scrapped. The targets, a group of around 7 survivors, had attempted communication with the Alpha site, and were preparing to move on it. They had to be eliminated by other means.
Approximately 1 year after this failure, the project was re-activated with the same directive. E-Lab was able to prepare a new test batch of modified zombies for use in the second deployment. This deployment was a success, with a group of 10 survivors being eliminated. However an unacceptable portion of the genetically modified zombies were also eliminated. This led to a need for further improvements.
I was approached by a member of E-Lab shortly after the 5th deployment. He was concerned about the direction of the project, believing that we should instead be focusing on creating a cure for the zombie virus. I thanked him for his concerns, and told him I would pass them on to my superiors. He suffered a nasty accident during deployment 6.
Several years passed between deployments 6 and 7. We decided to set up bait to bring in more test subjects. The decision was made to use false hope as bait. We began broadcasting rumors of a cure on ham radio. When this failed, we sent up a plane to search for survivors. This was much more successful, and lured in a small group of survivors, who were taken out by the 4th generation of modified zombies.
Deployment 8 was an interesting one. A small flotilla of ships, 1 navy patrol vessel and 2 yachts, were sighted on the radar entering the harbor. The patrol vessel posed a significant threat, but was too far out in the water for Protocol Hotel 1 to have an effect.
Instead, Protocol Hotel 1-2 was initiated. Chemical warfare.
We decided to use an experimental chemical that E-Lab 2 had been working on. We hadn't had a field trial of it, but the techs were confident that it would work. The chemical, codenamed REDACTED, was a potent and deadly hallucinogenic, that had the effect of tormenting the victim with visions of their darkest fears. Dispersion was easy, we infected 3 Floaters with the chemical and pointed them in the direction of the fleet.
The result was better than anticipated. 100% fatality rate. The chemical only has a lifespan of 10 hours, so is not suitable for long term use.
Recommend bringing a test subject in from deployment 8 for a full autopsy.
