What does it mean for a SC candidate to be "under oath" in their hearing?

I've seen this get tossed around a lot in regards to Kavanaugh and Gorsuch, with people saying they've lied under oath during their hearings because they said RvW was settled law and then overturning it a few days ago.

I'm curious what "oath" they were sworn to during the hearings, and if that oath holds any legal power over them.
