I just want to clarify the report categories. Our rules and guidelines have always made clear that top-level comments are held to higher standards than other comments. When we went through and codified the rules, those rule names became report categories. But there's apparently some confusion on when to use which report categories.
The "top-tier" report categories are for top-tier comments only. Please don't use them for comments several levels down a thread. We generally give quite a bit of latitude further down in the comments, unless those comments are blatantly uncivil, insulting, disrespectful, etc. Also, the "sources" rule only applies to top-level comments. Report a top-tiered comment under the sources category only when sources are asked for and not provided.
Please ask if some of the rules themselves are unclear and need further explanation.
