Confusion about sovereign immunity and fourteenth amendment.

See this thread. A couple questions I have: what, exactly, is sovereign immunity in the US, and how does it connect with the Supreme Court striking down unconstitutional laws (doesn't that require suing the government)? And could Section 4 of the Fourteenth Amendment reasonably be used to argue that defaulting on existing government debt is unconstitutional?
