Why wasn’t Jonathan Majors offered a diversion program or a plea deal as a first time offender?

I like reading up on true crime and high profile cases. What he did was despicable. Just curious why he wasn’t offered a diversion program as a first time offender. Or a plea deal. Actually I also am curious why his trial was before a jury? I thought misdemeanors were held in front of a judge only? Is it because this was a high profile case so there was more pressure on the judge and prosecutor to throw the book? I mean he avoided prison so there’s that but still. Thanks in advance for your answers
