Family Member with Dementia

I don't know where else to go with this....so any advice would be GREATLY appreciated.

I have a family member (Jake) who was diagnosed with dementia about one year ago, and of course the dementia has gotten worse over time. Jake lives by himself but many of us don't think it's safe. For example, he went without a refrigerator for at least a month because it broke and no one knew. His wallet was somehow found on a road blocks away from the house. He has pets that many of us are also concerned about. His house is dirty. Sometimes he doesn't turn the AC on. And these are just a few examples. He has one child who tries to help as much as possible. They even allowed Jake to live with them for a bit....until he threatened to kill himself and others. Then back to his house he went.

It's stressful for everyone involved, including another family member who lives close by and tries to also help.

Personally, I think he needs to be in a home where he can be safe 24/7. His child tried to talk to him about it but he "refused." Is there a way to force this to happen? Like, making an anonymous complaint to someone? I've been thinking about this for so long and I am willing to do whatever it takes if I can stay anonymous. I really think it would be the best course of action for everyone involved. I live in Pennsylvania if that helps.
