It's fairly safe to say in most societies it's the norm to cover the genitals in public. Both for protection and because genitals are literally designed to go with another person's genitals and it's all interlinked with our sex drive. Therefore most societies just keep them covered to stop people (men) from being constantly inappropriate or horny in public.
Breasts however, we in the English speaking world chose to make them a sexual part of a womans body. We all know what thier primary function is, and it's not sexual at all. It's not uncommon in African tribal societies for women not to cover thier breasts. Those societies made a different choice. Indeed in Ancient Egypt, which was the most advanced society at the time, the upper class women did wear long dresses but often had thier breasts exposed. Nothing to do with sex, breasts weren't sexualised and the breast is just another body part with a specific function like a knee cap.
In Southern and Eastern Europe the breasts are sexual but not on the beach. It's very normal to find women topless and it's not sexual for them in that setting. Indeed I saw on a beach in Bulgaria 3 generations of women from the same family all topless together. That would never happen in the UK or USA. Few women would want to expose her breasts to her mother or grandmother in public. Because we can't get past the idea it's always a sexual body part.
Arab culture is a whole other thing. The entire woman is sexual, so all must be covered. We may see that as crazy, but maybe African tribal women would see American women having a bikini top as crazy. Different cultures.
So, would you prefer to not have your breasts sexualised, so you are free to uncover or cover them any time and no one thinks anything of it? They are just another body part? However doing that would also mean no more low cut tops or push up bras. Or I should say, they no longer advertise a womans sexuality like they do now. That power would go. Does that matter?
I am aware society is not going to change any time soon and I don't particularly want it too. This is just an entirely theoretical question.
*Edit. For people saying there is no possible benefits to the serialisation of breasts. What about if you run a business and you want to advertise your product. You need to draw attention to your product and you draw attention to yourself with the product and that works. Like this woman is
