Do women have to give birth to a child in order to get their tubes tied?

I definitely know that I don't want any kids. I don't want to keep having sex and worry about contraceptives every time so I thought, might as well get my tubes tied early. (I will still use condoms for disease prevention.) I'm 20 years old and people constantly tell me that I will change my mind about it, but I know I won't. I'm 100% sure of this. I may not get it done now, but in 5 years I'd like to. So... A friend of mine told me that they only let you get your tubes tied if you have already given birth. I tried to do some research on it, but no site is specific on it. I did read that it is a lot harder for younger women to do so because they are "too young to know what they are getting themselves into."

Can someone tell me what they know about it or link me to an informative site? If you have or want to get your tubes tied, I would also like to hear about it.
