Dog attack?

I'm going to try to maintain this brief but it's a lot. I live in an apartment complex and have two dogs (one female, spayed, one male, intact). We have a veterinarian that lives in our neighborhood and has two husky mixes. Last fall, one of the veterinarians dogs got loose and attacked my male (I was walking him alone and he was leashed). We got them separated pretty quickly, both dogs were fine, I moved on, hoping it was a one time incident. Of course it wasn't. Ever since then, we've made a point to avoid him and his dogs as they always on Flexi leads and lunge trying to get free anytime they see us. Until last week. Last week, my husband had our male and I had our female. He steps outside with our male then immediately pulls him back to get him inside. Before we knew it, the two dogs were in our doorframe, loose, growling, attacking,β€β€β€Žβ€β€β€Žβ€β€β€Žβ€β€β€ŽΒ­lunging, etc. My husband was in between them and our boy. It escalates and ends up outside, husband gets bit twice (ear and face), our dog is fine, just mad. Vet never asks if husband or dog are ok. Anyway. We stop by later before going to the ER to get paperwork showing they have rabies vaccinations. The vet says they're up to date on shots but he has no paperwork to prove it at his house. This, to me, is unacceptable for any dog owner. You should always have access to your dogs vaccination records, but we go to the hospital and get everything taken care of. Next irritant, we file a report as our state requires with the hospital. The next day we get a call from the health department asking for a house number as they have called the dog owner and he has not called them back (our state requires 10 days quarantine for the animals at owners house or with animal control). The next day (36 hours post attack) I receive another call from the health department stating they still haven't heard from the dog owner/vet so they're dropping paperwork off at his house. This, once again, rubs me the wrong way. I receive word from our landlord that we need insurance information from the vet/dog owner so we can file a claim against him/his dogs and medical bills as well. We reach out to him and never hear back. We've asked multiple times now. Nothing. I guess, basically, what I want to know is if there is anything we can do or what suggestions you would have about filing a complaint against him? I don't know if that's unreasonable or if I'm just mad because my dogs been attacked twice now and my husband has stitches.
