My dog's pad is dangling, do I need to go to the vet?

My wife took my dog running on some asphalt and he ripped open his pad on both of his front two paws. On one of them (pictured above), the piece that got ripped is still dangling a little bit. I thoroughly inspected/cleansed the wounds, gave him neosporin and wrapped his feets with bandages. He seems like he is in good spirits and the bleeding seems to have stopped. I am just wondering if I should take him to the vet or if its better to go with a "keep an eye on him" approach.

Also put a cone of shame on him so he cannot mess with the bandages
