6 yr old pit bull refuses to go on walks anymore

Pit bull (Rogue), 6 yrs, Spayed female, weights about 68 lbs and has had 2 TPLO surgeries. We currently live in Boston, MA

Rogue was hit by a car in 2013, which lead to a TPLO surgery/insertion of a metal rod in her hind right leg. In 2015, the rod became infected and needed to be removed, which it was a few months later.

I keep being told that it's likely the surgeries but she has been willing to walk up until the past few months. She used to be great at walks, even shortly after she recovered. Now, she keeps sitting down and won't continue is any direction. She was recently given anti-inflammatory meds, which didn't change much. I've tried walking short distances, walking slowly, giving her long breaks but she just won't continue. I don't know what else to do. I also don't understand how she'd start feeling sore after 2 years of being okay, any tips would help.

Update: Turns out she's fine and just doesn't like to be cold! Now that the weather in Boston is over 50ish, she's willing and able to move again. Actually, the walker yesterday said that she refused to come back to the house. So, I just have a lazy dog who doesn't like New England winters. Also, I was told that she would benefit from losing 5 lbs.
