My dog keeps collapsing and peeing himself.

My 11 year old English setter keeps collapsing and peeing himself, the first time we thought his hips were just sore but now this has happened twice in one night. Another thing to add is it appears that his hip muscles are very weak, to the point where he can't get up. I know he's old and I'm not sure if it's his time, or just really sore.
