Is it okay to scratch back of cat's neck when they have bumps?

Both of my cats seem to get bumps on their necks in the summer, it seems. The vet gave us flea & tick medicine to put on there, but I'm not convinced that's what it is. I've never seen a flea, but my dad says he has.

Anyway, my cat Cupcake really likes it when I scratch her neck where her bumps are. Sometimes scabs (I guess) come off, but there's no blood or anything. She lets me know if I'm being too rough. But yeah, she's always coming up to me wanting me to scratch her. Is this okay, though?
