Is it vegan to only eat animals I find lying dead on the side of the road?

A "vegan" who only purchases vegan food, but will eat animal products that are going to be thrown out anyway, or may dumpster dive for vegan and non vegan food, because (usually) they believe it's more sustainable and such. I personally don't have anything against freegans, I'd rather that than a carnist, but they definitely aren't vegan, because vegans don't view animals as food or commodities.
