Is it standard practice to have to be without power before the supplier will send out an engineer?

Or are Scottish Power just shit?

Reported that my prepayment meter is faulty and that I'm not able to top up. I spent over 4 hours on the phone trying to speak to someone, only to be told I have to wait until I'm without power before they'll make an appointment to send someone out.
