Proof of postage receipt - what does the date at top mean?

I realize this is a silly question - I’m a Yank so do excuse me!

Ordered something from the UK two and a half months back, and the seller denied my request to upgrade the shipping so I could get tracking information.

They’ve been continually saying, “it should be there next week” for the past six weeks, and while I realize international shipping of a small parcel is not instantaneous, it strikes me that this is a very long time.

Yesterday the seller sent me a photo of the “proof of postage” receipt as proof that they have indeed sent it, along with a “you may have already received it…or it will come next week”.

However, the date printed at the top of the proof of postage is the 7th, as in, two days ago. Is this just the date the receipt was printed, or is this the date they actually deposited the parcel into the post?

Happy to provide the photo of the receipt, with personal info redacted, so you can see what I am referring to.
