Can you unload (deliver) in a "loading only" bay?

I'm a new delivery driver and was delivering for Amazon Flex in my own car to a business on a high street in a loading only bay. A police car pulls up and tells me it's for loading my car only and I cannot use it for deliveries and need to move. I Googled this and you can load and unload in these bays even though it says loading only. Is this correct? Unloading bays do not exist so loading only bays I'm sure include unloading vehicles. So who is right?
