Have you ever heard of "Penny for the guy" begging tactic?

Last year me and my mum were walking around Christmas time and these Eastern European kids around 4 of them 5-8 years old had this "doll/guy" they made out of stuffing clothes into this baby coat and jeans and they were shouting "Penny for the guy" "Penny for the guy" as we were walking past and I was surprised because I've never seen people send their kids out to beg in this country. Have you guys ever seen this before? I think it's probably something that was common in older generations.
