Do you often see people wearing clothes which appears inappropriate for the weather?

On my way to and from work I pass school pupils on their way to and from school and some wear coats, jackets or jumpers in the current hot weather. Do you often see people wearing clothes which appear unsuitable for the weather being either heavily clothed in hot weather or lightly clothed in cold weather. Do some people feel heat/cold less than others.
