I saw an article that a gas station in Encino, Calif., sold both of the 2 winning $395 million Mega Millions tickets last year

According to Mega Millions, the odds of any single ticket winning are 1 in 302,575,350.
Each lottery ticket has 5 numbers that are each between 1 and 70 and a 6th “mega ball” number that is between 1 and 25.
What are the odds that a gas station would randomly generate two tickets that were the same 6 numbers, let alone the exact 6 winning numbers?
Does it at all hint at foul play, or just an incredible coincidence?
