What is the rain like? Rainy days are different everywhere.
I've lived in a few states.
In Florida, the rain can drown someone. Jacket isn't needed because it's warm, but a slicker won't help you stay dry. Umbrellas blow away. There is no visibility.
In Texas, rain is hot but only pours for a few minutes scattered throughout the day. Then the air is also humid and it's difficult to wear a jacket. Umbrellas work but not well. There is low visibility.
In California, rain is a gentle sprinkle and the ocean breeze carries the clouds away. The mountains push more clouds in so it stays a little grey all day, but otherwise you don't need a jacket or slicker. An umbrella isn't really needed. Visibility is perfectly fine.
