[Star Wars] Did the Republic or Empire have the equivilent of a "Prime Directive" that forbade contact with "pre-hyperspace" worlds until they reached a certain level of development and once they could it was on a basis of non-interference?

From what I've seen, worlds in the Star Wars galaxy appear to be either primitive or advanced and well aware of their place as part of a bigger overall galactic community. Do any worlds exist that are comparable to present-day Earth in that they are heavily populated, civilized and technologically advanced in their own way but lack FTL or awareness of the life existing anywhere else in the galaxy.

Also, if such a world existed and was encountered for the first time how might things go differently if it happened during the Republic vs the Empire eras?
