Kramer is commonly accepted as a mentally unstable guy with a rather eccentric lifestyle. While himself not a terrible person with his own traumas, there are many episodes where he acts as the devil on the other characters shoulders, either causing a problem for the main crew, or escalating problems past their initial point. To such an extent that's a miracle anyone listens to him...and yet they do. In fact, he seems to be able to enthrall most people under his spell. Is it pure charisma? Is he a supernaturally inclined? How does he do it?
