[Halo] Halo 3 got me confused.

Why did guilty spark call master chief forerunner? Humans existed with forerunner, halo 4 made that clear. Yes the mantle to activate halo was passed to them but they are still not forerunner. Also I don't understand halo's activation. How did they activate it without killing everyone else? How did they just target the flood with it?
EDIT okay they fired a single halo outside our galaxy and escaped. thus only killing the flood there. that makes sense.
