Cuz he sorta is promoting corruption and abuse of wealth by the rich. Even if it's to fight crime.

Bruce is majorly invested in rehabilitative efforts and philanthropy. Gotham is just (literally and figuratively) cursed. Organized crime has a habit of becoming a breeding ground for absolutely horrendous tendencies well in excess of what would be needed to ensure a payday.
