[Dune] Between the Emperor, the Bene Gesserit and the Guild, who is actually closest to ruling the Galaxy?

I get a pretty clear impression that the Emperor is basically just a slightly more powerful head of a house that is constantly trying to appease the other great houses since they could absolutely overthrow him if they wanted and are only loyal out of convenience, not ideology.

The Bene Gesserit seem to have their hands in every pie, but it's not quite clear how much direct influence they have and enact. It seems like they shy away from taking direct action in influencing important people since they likely wouldn't appreciate it.

But the guild has basically exclusive control over interplanetary transport and is fabulously rich. We don't see much of their military might, but if they took over Arrakis to harvest the spice themselves, wouldn't they basically be in complete control of the galaxy already? I mean what are the others gonna do?

Pretty much. It's like Google trying to exert pressure on the guys running the actual domain registry system. They can try, but there's a very clear limit on power going on here.
