[Bleach] where are all the "natural born" hollows???? They're apparently possible like ulquiorra, or Stark and possibly barrigan and hallibel. Why isn't hueco Mundo populated with them instead of the pluses turned hollows? How powerful are true born hollows?

That's not how it works. Higher end Hollows are all the result of devouring or deliberately amalgamating with other Hollows, sometimes for thousands or millions of years. There's an innate trait that determines the dominant personality and its maximum rank.

Every sentient , sane, coherent hollow no matter how beneficent or nice has a body count worth tens of thousands of individuals.

Stark is the result of someone who gluttoned himself on so many souls he had to split off a piece in order to retain cohesion.
