[LotR] Do the elves and/or Gandalf still have and/or use the elven Rings of Power?

I just watched a LotR video about the rings, and it says that because the elven rings are invisible to Sauron the elves still use the air and water rings, and the ring of fire was given to Gandalf. Therefore, they do not have any negative side effects.

EDIT: If so then did Gandalf the White still have the elven Fire Ring?

Yes but IIRC it was was sort of... Popping a bunch of caffeine pills in response to a mild fever. It was going to happen but taking up the deal made the whole situation worse by a lot, long-term. Been a hot minute since I read the stuff but according to my understanding it would've likely become an issue millennia later. They gambled on preventing it in perpetuity and lost.
