[World war Harry Turtledove]if the Race are so obsessed with long term planning why do they send the Colonisation fleet without getting confirmation the conquest went well or the planet is even still suitable?

Like I know they didn’t anticipate the possibility the human race could have advanced so much in 800 years, but what if like the conquest fleet found the planet was going through a an impact winter after an asteroid impact, or some other ecological catastrophe. In the last book Atvar says he recommends sending a second probe out right before any future colonisation fleets. Why isn’t that already standard if they suddenly plan for everything?
