[Fallout] Are any nations sufficiently advanced enough to have enforced speedlimits on vehicle travel? All the Highway Patrol we see is long since abandoned.

There are working cars on the West Coast at the very least, and not just ones in the hands of the military but private suppliers and even random citizens have been known to operate cars and trucks of some fashion.

But when the fastest thing we see on land is a Brahmin Caravan 99% of the time, would such red tape even be needed and if so enforceable?
