[Futurama] If a ship is "Built like a Steakhouse, but handles like a Bistro", is this a positive, or a negative sentiment?

Post Body

So in Futurama, Season 3, Episode 5 Zapp Branagan takes control of an eatery and, in true Branagan style, succumbs to one of his mortal enemies (this time, Gravity) and crashes into a planet.

In doing so, be states that this particular restaurant is "Built like a Steakhouse, but handles like a Bistro"

Now, is this meaning:

1) It's solidly build, but is really nimble, therefore, it's a positive thing

2) She looks well built, but like a Bistro, is cheap and shitty, therefore, it's a negative statement

3) It means nothing. It's Zap Branagan, so there is no deeper context.
