In the later books of the HH series, the Solarians get into conflicts with the Manticorans and Havenites, who are several generations of hardware development ahead of them (largely from fighting one another). It ... goes badly. The question is this...

Why don't the Solarians even have an inkling that the strategic situation has changed? Don't they have spies? Don't they send observers to what they consider "brush wars" who come home shaken by what they've seen?

More to the point, don't they have multinational defense firms -- with their own espionage departments -- who would be positively slavering to tell the Sollie government they need to replace all their missiles?
