I’ve always thought that Hero Boy gets to go because his belief is wavering, The Conductor (or Santa, or the Hobo, or ‘Christmas’ as an entity) sees this and gives him a ticket so he can be saved from a bad life where he doesn’t believe and ends up a Scrooge. Now he believes and always will believe.

Hero Girl was a true believer though, and I’ve always taken it that she got invited because she was a true believer, and it was a reward/present for her.

Billy, never got a real Christmas, he was invited because The Conductor wanted to give him a chance to make friends, and experience a Christmas for what it really is.

That’s my observation, but how is the selection made year on year? I think Hero Boy’s outcome was based on having Hero Girl and Billy there, all 3 of them needed to be there to fulfill the other’s story
