Anyone know of a good place to get vegetarian pho ingredients? Preferably low plastic

I’m trying to put together a care package for a couple of friends with Covid. Does anybody know where might be a one stop shop for vegetarian pho ingredients? In particular I’m looking for Thai basil, thin rice noodles, shiitakes mushrooms, and star anise. I usually shop at Rainbow Grocery or Safeway but don’t recall seeing Thai Basil there, or cheap rice noodles. A big plus if they’re plastic free, but I realize that’s not always realistic.
