Flickering lights in an old house in the Castro

The lights in our old house in the Castro have recently started flickering pretty constantly, (they never go entirely out, just dim in brightness briefly every 5-30 seconds). Is it possible that this is due to the higher than usual winds? Is anyone else experiencing this?
Wondering if I should call the landlord who generally does not like to be bothered unless it’s serious.
