Can the president order a recruiter to allow you to join the military?

So I got denied to rejoin the military do to dismissed charges I even tried to appeal it when I sent the appeal in I said I would be willing to do one year without pay and 1 year on restriction but they still said know even know I have a honorable discharge so I recently contacted the president but my chances of him seeing my email is low I know but I guess it's worth a shot
