What acts constitute sex?

I thought this was a straightforward answer, but it seems there is a lot of room for disagreement. In my opinion, I think penetration and/or close sexual acts classify as sex (ex: scissoring) but I do not count a hand job as sex.
Where is the line that a sexual act becomes sex?
ETA: if you think this is an easy question, you’re looking at it from a superficial level
