Is phone use on the first couple of dates a deal breaker?

Asking for a friend because she can't post here yet:
I've been on two dates with a man I met recently. The dates have been really great, except at different points during both nights he's been on his phone in a way that I find rude.
I really like him otherwise but I'm having a hard time getting over the phone thing. Should I bring it up to him or just let it go?
