I just started work for a government entity with several buildings 6 weeks ago. I've been doing this my whole life but found a new place since the last wasn't a great fit.

I'm in the management team of the operations department so all things maintenance, custodial, and construction. I've been riding the custodial outsourced company pretty hard since I arrived because they are doing a poor job and not living up to their contract.

As a result, they sent in a regional "fixer" to get on track. She's been visiting regularly. Today we did a walkthrough to assess the progress. She brought the local manager in charge of our account. He's a slime ball. Sells stolen rims, makes excuses, never stays on site. He has been in charge of this account for ten years but doesn't know any of his people or the facilities.

One time he sent me a screenshot of his phone. He didn't realize his photo gallery was viewable on the screenshot and it was all Instagram big butt girls.

So this regional is really pretty and has a great figure. While we were walking she crouched at the hips to look at the floor quality. I swear I heard a camera click and him trying to hide his phone. It was far enough away that she didn't notice.

Should I say anything? How would I? I'm afraid he'd be really upset and try to get revenge somehow. I was the only other person so he'd for sure know I said something.
