Do males with uncircumcised penises, not realize the foreskin is meant to be completely retracted?

I made a post and received lots of dick pics in response (which is fine, I enjoy them). However the amount of uncut cocks I’ve seen where the foreskin won’t retract hardly at all, even with an erection, is insane. I’ve even asked and had multiple different males tell me that it doesn’t retract, and you’re not supposed to clean inside of there. 🤦🏼♀️
