What exactly does a cock ring do, and how do you put it?

I've been fooling around with the idea of getting one, but I've seen it's not recommended to have it for more than 30 minutes, does it make it look bigger? It's just to make to cock harder? And is it applied to both cock and balls? Honestly and without further meaning I'm available for visual help
