Where does a government's ability/authority/power to censor the internet come from?

If a law were to be passed that required ISPs to filter all images of cats, and the major ISPs decided they didn't like the law and decided to ignore it, what could the FCC (I assume would be responsible for enforcement) do about it? Assess a fine?

The worst that I could come up with myself would be to freeze the ISPs assets. The problem with that is if a major ISP were to get pissed, they could simply disallow access. A lot of business is conducted over the internet. So, if ISPs simply refused service, wouldn't that create even bigger problems?

So, what's the worst the government could do other than fines?
