Brother ran away from home. Advice? (story inside)

EDIT: I'll move this to another subreddit as soon as reddit allows me to post again.

So my little brother, who is almost 17, (in grade 11) ran away from home Sunday night. He snuck out and got a ride into town, and has been staying with some friends. He won't tell our family where he is, and the cops who are on the case say that because he is over 16 they can't force him to come home.

I say him at school today and bolted out of my law class to talk to him. He says he has no intentions of coming home. "At least not for a while." He has barely any money, he didn't take anything useful with him, we has no definitive place to stay, and no way to get to work. (I'm the one go drive him to his job) Even though there's only been one say of school since the incident, he's already skipped all his classes and probably assumes with no authority living with him, he can do what ever he wants.

He says he left because he's sick of the "bullshit" my parents impose and he pretty much just wants to party when he wants, with who he wants. This all stemmed from the both of us being grounded for May 24 weekend, and he wanted to party.

He's been my best friend since the day he was born and it's weird to think he's moving out, especially since I was supposed to be the first one to leave. (university in the fall)

TL;DR Idiot 16 year old brother ran away from home with no idea what he's getting into.

Reddit, what can I do to convince him to come home? How would you deal with this? Or at the very least, how can I convince him to make smart decisions while he's gone?
