Are cops more or less likely to pull you over for speeding during poor weather conditions?

I've always wondered if I'm more or less likely to get pulled over, as I can see it both ways.

Under normal conditions, in Wisconsin I'd get pulled over for going 50 or so in a 40mph zone. When it is, let's say a terrential downpour, are cops more likely to pull me over because the roads are unsafe and speeding is extra dangerous, or less likely because they don't want to get out in the pouring rain simply to ticket a speeder?
