So, I've been trying to gather up information on this and it's hard to come by, so turning to reddit. For several weeks now on weekend nights, one or more cars (5 tonight) have been showing up outside my house and honking their horns. Sometimes, they've come by doing this as many as 15 times in a few hour time span. Often they're driving dangerously in other ways, but the horn thing is the main thing.

So, I'm trying to figure out if their excessive horn use to harass people is something actionable if we push it, particularly on the instances where we have been able to get license plates. Seems to be high school aged drivers doing this. I'm looking for any good way that they can be reported to send a message they can't keep doing this, particularly as the reckless driving that is going along with this sometimes is also very concerning.

Particularly appreciate any information anyone has on excessive horn violations from first-hand experience or such (I know California has this in the Vehicle Code 27001) or if any police officers have any suggestions as to what information I can give to law enforcement to try and curb this.
