How does radio have a "top 40"?

I do not normally listen to terrestrial radio but was forced to while driving a borrowed vehicle this week. In the 6 to 7 hours which I was driving and listening to a current "top 40 pop radio" genre station I heard the many of the same songs multiple times, two or three songs I know I certainly heard played 4 or more times. This made me wonder, how the heck can they have a "top 40" when I doubt that they actually even have 40 different songs in their play rotation? I understand the "top 40 downloads" on music sites, etc, but as for a "top 40" on the radio based upon requests, spins, etc. I am certain that I did not hear more than even 20 different songs in those 7 hours.
