Why was Vladimir Putin considered for Time Magazine's Person of the Year?

Perhaps I don't understand the criteria for Person of the Year. I thought it was somebody who brought about great change or had some positive impact on the world. I can see why the Ebola doctors were named. I could even see why the Ferguson protesters were on the short list. But why Vladimir Putin?

Edit: It seems my main misunderstanding was that the chosen person had to have positive impact. I now understand that it is just somebody who made serious impact on the world in any way
