Well, they are wrong to tolerate his behavior because it is abusive. You can be no nonsense without being abusive. Yelling and screaming at people to the point where they are about to cry is not an admirable quality.
PLUS, his behavior perpetuates the idea to chefs that it is ok to be this way to their staff.
