Which way does cause and effect go for brain chemistry and subjective experience? Is dopamine released when we feel motivated or do we feel motivated when dopamine is released?

This goes for any neuromodulator or physiological process in the brain.
In other words, if something exciting happens, does a person’s subjective excitement cause dopamine to be released? Or is dopamine released first and then milliseconds later the person feels excited/motivated?
