What is going to be the easiest way to create a program to take variables, and output a formatted text document based on a template??

At work we have these reports that have to be copied, pasted, and sent off in an email body.

I could definitely write a terminal program in python that would output to an html document, but I'd like to create an interface that allows us to click a drop-down menu and choose the client the report is about, and have it automatically fill in the information specific to that client.

Could javascript handle this task in a relatively elegant / easy way?? There may be tools freely available that are designed specifically for this, too, so any advice would be appreciated!
